Justice Mudgal said the BCCI is entitled to its opinion on the recommendations of the Supreme Court appointed Justice Lodha panel recommendations seeking sweeping reforms to its structure.

New Delhi: The Law Commission on Thursday recommended betting cricket should legalised notBetting in cricket should be legalised: Justice Mudgal that gambling and betting on sports, including cricket, be allowed as regulated activities taxable under the direct and indirect tax regimes and used as a source for attracting foreign direct investment (FDI).

The commission's report, “Legal Framework: Gambling and Sports Betting including Cricket in India”, recommends a number of changes in the law for regulating betting and generating tax revenues from it.

“Parliament may also enact a model law for regulating gambling that may be adopted by the states or in the alternative, Parliament may legislate in exercise of its powers under Articles 249 or 252 of the Constitution. In case legislation is made under Article 252, states other than the consenting states will be free to adopt the same,” it states.

The commission has also recommended linking Aadhar or PAN card of an individual indulging in betting and gambling, and making the transaction cashless to regulate illegal activities such as money laundering. The commission has also recommended amending the laws regulating forex and India's FDI policy to allow investments in the casino and online gaming industry.

“The Foreign Exchange Management Act, 1999 and the Rules…made thereunder as also the Foreign Direct Investment (FDI) Policy…may suitably be amended to encourage Foreign Direct Investment in the casino/online gaming industry, lawfully permitting technological collaborations, licensing and brand sharing agreements, etc,” it has said.

The commission feels allowing FDI in the industry would “bring substantial amounts of investment to those states that decide to permit casinos, propelling the growth of the tourism and hospitality industries, while also enabling such states to generate higher revenue and employment opportunities.”

betting cricket should legalised notBetting on Superstars in the World Cup Final at Bovada

France and Argentina are set to kick off the World Cup Final on Sunday, with betting odds suggest it should be a close match.
Each team has had an elite offense, making it likely that the total goes over 2.0 with -125 odds.
If the goal is likely to go over 2.0, betting on Lionel Messi (+170) and Kylian Mbappe (+190) as goal scorers are strong bets.

LUSAIL, Qatar – France and Argentina kick off on Sunday morning, with Bovada indicating with their World Cup Final odds that it is a pick ’em.

The popular legal soccer sportsbook has given the match short odds to tie during regulation as well.

The match between Argentina and France features two of the premier forwards in the world in Kylian Mbappe and the legendary Lionel Messi.

The two superstars are tied for the World Cup lead in goals scored with five goals each, while each has a teammate tied for third with four goals (Olivier Giroud for France and Julian Alvarez for Argentina).

With all four of the tournament’s top goal scorers participating in this match, it may be only logical to bet the over 2.0 goals line with -125 odds.

Team statistics also suggest the over 2.0 goals with -125 odds, as both France and Argentina rate well in goals per 90 minutes

France: 3.54 Expected Goals + Expected Assists, 3rd in the World Cup
Argentina: 2.84 Expected Goals + Expected Assists, 6th in the World Cup

Both teams average more goals on their own than 2.0 total set at legal sports betting sites, yet players still get good odds to bet the over.

With such a generous line set by Bovada, the over is likely the best bet remaining in the World Cup.

Another option for those looking to bet on the over at the World Cup Final is to simply bet on the anytime goal scorers.

That’s especially true because with both countries people know where the goals are coming from.

The odds for some of the top players on each team can be seen below, along with their number of goals and percentage of goals scored on their team.

Lionel Messi (+170): 5 Goals Scored, 41.67% of Argentina’s Goals
Julian Alvarez (+260): 4 Goals Scored, 33.33% of Argentina’s Goals
Lautaro Martinez (+295): 0 Goals Scored
Paulo Dybala (+330): 0 Goals Scored
Alexis Mac Allister (+650): 1 Goal Scored, 8.33% of Argentina’s Goals
Enzo Fernandez (+800): 1 Goal Scored, 8.33% of Argentina’s Goals
Nathuel Molina (+1800): 1 Goal Scored, 8.33% of Argentina’s Goals

Messi and Alvarez are likely the only two players on Argentina worth betting on to find the back of the net because they have combined to score 75% of all Argentinian goals.

Mbappe and Giroud have operated with similar success as the dominant goal scorers for France.

  Kylian Mbappe (+190): 5 Goals, 38.46% of France’s Goals
Olivier Giroud (+280): 4 Goals, 30.77% of France’s Goals
Marcus Thuram (+380): 0 Goals

Theo Hernandez (+1200): 1 Goal, 7.69% of France’s Goals
Aurelien Tchouameni (+1400): 1 Goal, 7.69% of France’s Goals

In a match as important as the World Cup Final, it is likely that the superstars are the players that kick the total over 2.0.

As such, betting on Lionel Messi (+170) and Kylian Mbappe (+190) to find the back of the net are strong bets for Sunday.
